Exercising Your Rights to Freedom of Expression
The protects freedom of expression, a cornerstone of a democratic society and essential to the educational process.
At CSU Channel Islands, we encourage and support the free expression of ideas, values, and opinions, recognizing that such expression may take a variety of forms, such as speeches, signs, public assemblies, artistic representation, and other forms of expressive conduct. It is important to recognize that freedom of expression includes a responsibility to respect the rights of others, including the right to express differing opinions.
At the same time, a policy must be in place and adhered to, to ensure the safety of our campus community, the preservation of the physical campus, and the integrity of the institution. The CSU’s reflects this commitment, acknowledging the importance of freedom of expression while prioritizing campus safety and security. CSUCI's addendum (, 264KB) to the systemwide Policy on Time, Place, and Manner provides a framework for addressing the specific needs and governance at CSU Channel Islands.
The existing CSUCI will continue to apply to union-represented employees until the unions have completed bargaining. The will apply to all employees following the conclusion of the bargaining.
However, the will apply to all CSU students and non-affiliates.
